Airport Advisory Committee Recommends Boutique Air Featured

In an emergency meeting held Saturday, the Airport Advisory Committee voted to recommend Boutique Air to the Department of Transportation as the interim Essential Air Service (EAS) provider.

After reviewing several emergency bids for an air carrier with the Essential Air Service (EAS), the City of Prescott Airport Advisory Committee has decided to recommend Boutique Air to the Council.

The City of Prescott was informed on March 26, 2018 that Great Lakes Airlines would cease operations of their passenger flight service across the country, effective immediately. The very next day, the Department of Transportation (DOT) sent out a Request for Proposal for interim EAS service.

The City of Prescott received 3 bids to take up the EAS now that Great Lakes has suspended its passenger flight service across the country. The bids came from Boutique Air, Advanced Air and Mokulele Airlines.

Boutique Air proposes using an 8-seater Pilatus PC-12 plane for a total of 72 weekly flights. This would include 4 trips to LAX, and 2 trips to Phoenix Sky Harbor Monday - Friday, with other flights on the weekends to be determined.

According to Dr. Robin Sobotta, the City of Prescott Airport Director, this proposal is for interim service and will last 1 year. Bids for permanent service will come in July.

Documents provided by the DOT indicate that the enplanements out of Prescott increased by nearly 60% from 2016 to 2017. On average, about 488 people flew out of Prescott per month in 2017. If the enplanement level could get to 10,000 in a year, (about 835/month) the City will receive $1M in federal grant money that can be used for infrastructure and safety projects.

Although the City of Prescott will make a recommendation, that does not guarantee the selection. The final decision will be made by the Department of Transportation.

Here’s the timeline:

March 26, 2018: Great Lakes announces they are suspending service

March 27, 2018: The Department of Transportation puts out a Request for Proposal for interim EAS service

April 3, 2018: Bids are in, and forwarded to City of Prescott shortly thereafter.

April 7, 2018: Airport Advisory Committee meets, votes to recommend Boutique Air

April 9, 2018 @ 10 AM: Boutique Air to bring plane to Prescott airfield for viewing and tours

April 9, 2018 @ noon: Advanced Air will bring plane to Prescott airfield for viewing and tours

April 10, 2018: Prescott City Council will vote on recommendation for EAS

April ?: DOT will make a final decision

Mid-May: Service to hopefully be in place and operating
